Your ordinance on trucks using there jake brakes is disgusting. Absolutely outrageous of you to take it upon yourself, telling a professional driver when he can and cannot use his braking safety devices. Brakes on a big rig run on air power and are a limited resource. You cannot just hold the brakes down all day. And it is clear that you did not take the consideration of any professional drivers before passing the ordinance.
